Open a new document with a transparent background, measureing 595 x 100 pixels:

Using the fill tool, fill the image with a color of your choice:

Use the Marquee tool to select the center of the image and fill with another color:

Select another color. Then select the paint brush with a wide brush stroke. Paint randomly:

From the frop down Filter menue, choose a filter of your choice such as Texturizer:

OR Film Grain:

OR Glass:

Use to text tool to create text in a color. font and style you want:

 

Add a new layer from the layer window. Use the text tool, this time using a different color. Move the text as needed to create a drop shadow effect:
