Create a new file (595 X 100 pixels with a transparent background

 

Use the Lasso tools and draw randomly:

Select > Inverse then fill with a color of your choice:

Fill interior with a color of your choice:

Use the PaintBrush tool to soften the edges:

Use ZigZag from the Filter Pull Down Menu:

Use Texturize from the Filter Pull Down Menu (play around with the levels of texture):

From the Image Pll Down Window, choose Adjust > Hue and Saturation > Lightness (I chose 24):

Now add text using the Text Tool:

Add a layer and repeat the Text Tool entry with another color:

Now place your top banner in your webpage!
