Text Box: The table below details the various target numbers for both sites.  For example, while Maricopa County’s target number for male completed interviews and urine specimens is 420, only 315 should be obtained from Madison Street Jail during the 14-day data collection period.   Data is collected from 11:00AM to 7:00 PM.  A total of ten male interviews and urine specimens must come from stock and a minimum of 13 interviews must be from flow. 
ADAM Expansion  
To obtain a more complete representation of the arrestee population in Maricopa County, ADAM will begin collecting data in Glendale during the fourth quarter of this year.  This initial quarter will not only allow us to determine an ideal time frame during which to capture the most accurate representation of arrestees in Glendale but also the number of arrestees which must come from stock and flow.  For this quarter, a total of 50 completed male cases will come from Glendale.  In the future, we hope to expand our efforts to more accurately represent both female and juvenile arrestees by implementing sampling plans for these populations.  Currently, there are discussions to expand juvenile data collection from the Durango facility to include the Southeast facility located in Mesa.   
We would like to thank all facilities for their full cooperation in implementing these efforts.  As ADAM continues to expand and produce more precise estimates of drug use among arrestees, we hope to provide data that is meaningful and helpful in addressing this social problem.

Text Box: Ensuring Representativeness of Arrestees: 
The "Stock" and "Flow" Process  
 
As ADAM continues its efforts at identifying the extent of drug use among arrestees, it's important to recognize the important role sampling plays in the data collection process.  Without probability sampling procedures, ADAM sites cannot make generalizations about the arrestee population in their communities and are unable to make comparisons across ADAM sites.   The implementation of the sampling plan has impacted both Pima and Maricopa counties in different ways.   For example, adult male arrestee data collection in Pima County is taking place in only one facility, Pima County Jail.  In Maricopa County, the probability based sampling plan calls for collecting data at multiple sites with target quotas at each facility.   
The process of selecting arrestees for interviewing is guided by classifying the population of arrestees in the booking areas into two different groups, stock and flow.  Stock consists of those arrestees who accumulate in a facility during the time when ADAM interviewers are not present.  Flow is comprised of those arrestees who are booked during the time when ADAM interviewers are in a facility. Based on the sampling plan, each site is given a target number of completed interviews and urine samples to obtain from stock and flow.  Currently, this sampling plan has been implemented in Pima County and within Maricopa County at Madison Street Jail, Mesa Police Department, and soon at the Glendale Police Department.
