They examined the effectiveness of the Immigration Act of 1990 and reported their findings to Congress.

It is not exactly their mission statement but their purpose was described. “The mandate of the Commission was to review and evaluate the implementation and impact of U.S. immigration policy and to transmit to the Congress reports of its findings and recommendations.”

It focuses on illegal migration, legal immigration, refugees, and asylum policies.

The problem is growing. In 1997, legal immigration will surge to 
854,000, while illegal immigration keeps adding an estimated 300,000 people per year. Meanwhile, polls show that a large majority of Americans, including most naturalized immigrants, favor reducing both legal and illegal immigration,” (Business Week, 8/19/1996, Section: News Analysis and Commentary, Page 41.)

In a constantly changing society, this commission was a good thing. It examined immigration policies to review their effectiveness. This commission should still be around.
